FTC Says It Received Approximately 3-Million Fraud Reports During 2025

WASHINGTON — The Federal Trade Commission received approximately three-million fraud reports from consumers in 2025, with reported losses totaling $15.9 billion, an agency official told Congress on Wednesday.

The figures represent an increase from 2.6 million reports and $12 billion in losses in 2024, according to testimony from Lois Greisman, associate director of the FTC’s Division of Marketing Practices, before the Joint Economic Committee.

Greisman said the actual cost of fraud is likely significantly higher because many victims do not report incidents to the agency. The FTC has estimated that total fraud losses in 2024 may have reached as much as $195.9 billion.

Steady Rise

Reported losses have risen steadily over the past six years and are up nearly 430% since 2020, Greisman said in her prepared remarks.

“This trend is largely driven by a sharp increase in the number of consumers reporting large losses of $100,000 or more,” she said.
