WASHINGTON–Two senators from opposite sides of the aisle have introduced a package aimed at boosting housing in the U.S.
Sen. Tim Scott (R-SC), who chairs the Senate Banking Committee, and committee Ranking member Sen. Elizabeth Warren (D-MA), have introduced The ROAD to Housing Act of 2025, which the senators said includes legislation from members across the Senate Committee on Banking, Housing, and Urban Affairs.
“The package will take important steps to boost the nation’s housing supply, improve housing affordability, and increase oversight and efficiency of federal regulators and housing programs,” the senators said in a statement.

First Mark-Up in a Decade
The executive session is the committee’s first bipartisan housing markup in over a decade, it added.
“Since taking over as Ranking Member in 2022, I pledged to make housing a top priority and put forward commonsense reforms to reverse decades of failed housing policies,” Scott said in a statement. “Now, as chairman, I’m proud to lead the committee in considering comprehensive legislation that will increase access to affordable housing for Americans across the country. This is a collaborative effort that includes the work of my colleagues across the committee, and I look forward to advancing these solutions to the full Senate.”
What’s Included
The ROAD to Housing Act of 2025 is a comprehensive proposal that will, according to its co-sponsors:
Expand and Preserve Housing Supply By:
- Removing regulatory barriers to housing development
- Increasing and preserving existing housing
- Promoting innovative construction methods, including to expand access to modular and manufactured housing
- Addressing neighborhood blight and supports communities recovering from natural disasters
Improve Housing Affordability and Access By:

- Expanding access to homeownership
- Improving housing affordability
- Promoting housing opportunities for veterans
- Reducing homelessness
- Reducing appraisal shortages while addressing inaccurate appraisals
Advance Accountability and Fiscal Responsibility By:
- Ensuring taxpayer dollars are used efficiently
- Promoting evidence-based policy solutions
Oversight and Program Integrity By:
- Strengthening oversight of housing regulators
- Streamlining program coordination
- Ensuring performance, transparency, and accountability across housing programs
