PENSACOLA, Fla.—Florida’s PenAir Credit Union said it has expanded its field of membership into the Commonwealth of Virginia, opening membership access to those who live, work, worship, or attend school in Montgomery County and Roanoke County, and the Cities of Radford, Roanoke, and Salem.
“This expansion marks a significant milestone for PenAir, bringing its 90-year legacy of community-focused financial service beyond the Gulf Coast and into Southwest Virginia,” the credit unio said, adding that the move establishes a strong presence in a region with longstanding personal and professional ties to Lee Morgan, president and CEO of PenAir Credit Union.

“For nearly a century, PenAir has focused on enhancing lives through meaningful financial relationships,” said Morgan in a statement. “Expanding into Virginia allows us to carry that purpose to a region that values connection, opportunity, and long-term financial wellbeing.”
Expansion Follows Merger
PenAir had already established a presence in Virginia following the merger of Star City FCU in the summer of 2025 and said it is now continuing to strengthen its footprint across Southwest Virginia. As part of that effort, Pen Air said it is building a robust commercial lending presence in the region, led by Elliott Kuelz, commercial lending officer.
PenAir said it has also expanded its indirect lending activity in the Commonwealth, with Rob Angus, indirect business development officer, focused on developing dealer partnerships and supporting lending relationships across the region.
Digital Channels
“In addition, PenAir is actively reaching communities through digital channels, connecting eligible residents to the credit union’s full suite of products and services,” the credit unions said. “While these digital capabilities allow PenAir to serve members wherever they are, the credit union is also planning for a future physical branch presence as part of its long‑term commitment to serving communities across Southwest Virginia.”
