ALEXANDRIA, Va.–In remarks separate from the items on the formal NCUA board meeting agenda, Chairman Kyle Hauptman addressed several issues, including on that he has said on numerous occasions is a priority for him, making the de novo CU charter process easier.

“We’ve updated the system for applying for a charter, known as Consumer Access Processing and Reporting Information Assistance System (CAPRIS). This CAPRIS update focused on the charter application process,” said Hauptman. “The first phase is on establishing field of membership. Our office called CURE–Credit Union Resources and Expansion–has been hard at work to reduce the submission requirements for prospective applicants who are working on the field of membership phase of the charter application. It should make our CAPRIS system easier to navigate. They can now submit their phase one form online. We have user instructions to assist applicants and we’re in the process of developing demonstration videos. Those videos will come out later this year, and additional updates to other phases of the chartering guide are forthcoming.”
The NCUA Reorganization
Separately, Hauptman said the reorganization of NCUA is ongoing following White House-ordered cuts that led to 20% reduction in NCUA staff during 2025.
“We expect to fully implement the reorganization by the end of 2027,” Hauptman said. “This allows our implementation team to finalize details, gather input, meet the bargaining requirements with the union, and ensure a smooth transition.”
