WASHINGTON– A print of the House Armed Services Committee-approved version of the FY 2026 National Defense Authorization Act (NDAA) has been posted by the House Rules Committee, indicating the House will consider the giant spending bill when it returns in September.

As the CU Daily has been reporting, credit unions remain concerned the legislation will be used to carry non-NDAA legislation or partial language from bills CUs oppose, specifically the Credit Card Competition Act, which would have an effect on card interchange.
Call for ‘Clean Bill’
America’s Credit Unions, the Defense Credit Union Council and various state associations have been actively lobbying against such amendments, and have called for a “clean bill.”
In the case of the Credit Card Competition Act, the nation’s retailers have been just as actively lobbying in favor of passage of the bill.
An August 28 deadline has been set by the House Rules Committee for any members to file amendments they want considered as part of the NDAA.
