Trump Says Passing CLARITY Act a Good Way to Honor Memory of Lindsay Graham

WASHINGTON — President Trump on Monday urged the Senate to pass the CLARITY Act, arguing that approving the cryptocurrency market structure legislation would honor the legislative legacy of the late Sen. Lindsey Graham (R-SC), one of his closest political allies.

Trump’s appeal came as lawmakers returned to Washington following Graham’s sudden death Saturday at age 71 from an aortic dissection related to arteriosclerotic cardiovascular disease, according to preliminary findings from the medical examiner.

In remarks Monday, Trump said the Senate should approve the CLARITY Act, contending the measure would strengthen U.S. leadership in digital assets and artificial intelligence while serving as a tribute to Graham’s public service. The president has pressed Congress to complete action on the legislation before lawmakers begin their August recess.

Framework for Digital Assets

The CLARITY Act would establish a regulatory framework for digital assets by dividing oversight responsibilities between the Securities and Exchange Commission and the Commodity Futures Trading Commission. Supporters say the bill would provide greater legal certainty for cryptocurrency markets, while critics have raised concerns over investor protections and regulatory oversight.

Graham’s death has complicated the Senate’s agenda by reducing the Republican majority at a time when party leaders are trying to advance several high-profile measures. His absence also comes as Senate Republican Leader Mitch McConnell remains sidelined by health issues, creating additional uncertainty over the chamber’s schedule.

Had Just Returned from Ukraine

A longtime South Carolina senator, Graham evolved from an early critic of Trump into one of the president’s strongest congressional allies, playing a key role on judicial confirmations, national security issues and foreign policy. He had recently returned from a trip to Ukraine before his death.

Congress is expected to consider the CLARITY Act in the coming weeks as Republican leaders weigh how Graham’s death could affect the timing and prospects for major legislation before the August recess.
