With Congress Out This Week, CUs Eyeing Course for Two Bills; Western Vista CU Joins DCUC

WASHINGTON–Congress is out of session this week but activity related to several credit union priorities remains underway.

As the CU Daily has been reporting, while President Trump earlier cancelled the formal signing ceremony for the “21stCentury ROAD to Housing Act, Speaker of the House Mike Johnson (R-LA) has sent the legislation on to the president, which has started a 10-day countdown by which the president must sign or veto the bill package or it will become law. 

Trump has not been clear on which way he is leaning, but he did recently call the bill a “big yawn.

The legislation includes the Credit Union Board Modernization Act (CUBMA), which has had strong credit union support and which reduces the number of times a credit union board must meet annually.

The NDAA

In addition, credit unions continue to monitor thFY2027 National Defense Authorization Act (NDAA). The House went into recess after failing to pass a rule to bring the massive bill to the floor. America’s Credit Unions said negotiations on the NDAA are expected to continue next week in the House.

As it currently stands, there are no credit-union backed amendments included in the FY27 NDAA, which annually has been a carrying horse for legislation credit unions have opposed and favored. 

Mark-Ups

America’s Credit Unions also provided an update noting that last week the House Financial Services Committee advanced a series of bills that provide credit unions additional resources to fight fraud. The bills now move to the full chamber for consideration. The specific bills include:

  • Strengthening Transaction Oversight and Preventing (STOP) Payments Fraud Act of 2026 (H.R. 9331)
  • Credit Access and Inclusion Act of 2025 (H.R. 5402)
  • Fair Credit Reporting Act (FCRA Liability Harmonization Act; H.R. 5775)
  • Fair Credit Reporting Reseller Accuracy Act (H.R. 8141)

Trump Accounts

The new Trump Accounts have also now officially launched effective July 4.

The accounts, (officially known as 530A IRAs) are tax-advantaged investment accounts for children under age 18, created under the One Big Beautiful Bill Act. 

Eligible children (U.S. citizens born between 2025 and 2028) receive a one-time $1,000 government seed deposit. 

Credit unions do not currently have a role in the accounts. As the CU Daily has reported, the Treasury has not announced steps to transition accounts from initial provider BNY Mellon to other authorized institutions.

Western Vista Credit Union Joins DCUC

Separately, the Defense Credit Union Council (DCUC) said Western Vista Credit Union in Cheyenne, Wyo., has joined DCUC as a new member.

“Founded in 1940 as Wytel Federal Credit Union, Western Vista CU has grown from humble beginnings into a trusted financial partner serving more than 17,000 members nationwide ”the organization said in a statement. “Originally established to serve Mountain Bell employees, the credit union has expanded its field of membership over the decades while remaining committed to delivering exceptional service and innovative financial solutions.”

It added that today, Western Vista CU manages approximately $281 million in assets and operates branch locations in Cheyenne and Casper, Wyoming. Offering a full suite of consumer, business, and mortgage services, the credit union continues to invest in technology and personalized service to help members achieve their financial goals wherever they live.
