DCUC Expands Advocacy Services With New Compliance Support Services Through Ex-NCUA Exec

WASHINGTON—The Defense Credit Union Council (DCUC) said it is expanding its regulatory advocacy efforts and introducing new compliance support services for member credit unions through an arrangement with Elizabeth Eurgubian, a former senior NCUA official who is now a partner at Atlas Advocacy.

According to DCUC, the expanded relationship will provide credit unions with direct access to compliance expertise and additional resources designed to help them navigate increasingly complex regulatory requirements.

The initiative includes on-call compliance assistance and quarterly webinars addressing emerging regulatory developments and compliance challenges.

“Regulatory and compliance demands continue to grow more complex for credit unions, and DCUC is committed to ensuring our members have the support and insight they need to navigate those challenges,” said DCUC President and CEO Anthony Hernandez, a retired U.S. Air Force colonel.

Elizabeth Eurgubian

“By expanding our regulatory advocacy role with Elizabeth and Atlas Advocacy, we are adding practical services that will help our members manage compliance more efficiently and dedicate more energy to member services,” Hernandez added.

New Services for Member Credit Unions

DCUC Chief Advocacy Officer Jason Stverak said the expanded relationship will strengthen the organization’s regulatory advocacy capabilities while providing members with practical compliance assistance.

The services will include:

  • On-call compliance support: Access to Eurgubian’s expertise to address regulatory and compliance questions from DCUC member credit unions.
  • Quarterly regulatory webinars: Educational sessions examining upcoming regulatory developments, compliance requirements and issues affecting credit unions.
  • Expanded regulatory advocacy: Additional expertise to support DCUC’s engagement on regulatory policy matters affecting the credit union industry.

“This expansion strengthens DCUC’s ability to advocate on regulatory issues while also delivering direct, actionable support to our members,” Stverak said.

He added that the services are intended to make it easier for credit unions to remain informed about regulatory changes while continuing to focus on serving their members.

Former NCUA Official Brings Extensive Experience

Eurgubian brings experience in financial services regulation, credit union advocacy and federal policymaking.

She previously served as director of the Office of External Affairs and Communications at the National Credit Union Administration, where she also was a policy adviser to former NCUA Chairman Todd Harper.

Before joining the NCUA, Eurgubian was deputy chief advocacy officer for regulatory affairs at the Credit Union National Association, which subsequently became part of America’s Credit Unions.

Her previous positions also include:

  • Regulatory attorney for the Independent Community Bankers of America.
  • In-house counsel for Sallie Mae Inc.
  • Attorney with the Federal Reserve.

Welcomed Opportunity

Eurgubian said she welcomes the opportunity to work with DCUC on regulatory matters affecting credit unions.

“I’m proud to be able to contribute to the great work of DCUC. Regulatory compliance is critical to the health and well-being of credit unions and the system, and it is a top priority for DCUC,” she said.

DCUC said the expanded arrangement reflects its continuing commitment to strengthening regulatory advocacy while providing resources that help credit unions manage compliance obligations and serve their members and communities.
