AUSTIN, Texas–Texas DPS Credit Union has named a new president and CEO. The $100-million credit union has selected Monique Quarrells to lead the organization. Quarrells has been with Texas DPS for six years, most recently serving as executive vice president and COO, as well as Interim president and CEO.
“Drawing on more than 26 years of experience in the credit union industry, Quarrells brings a proven track record of strategic leadership, operational excellence, member advocacy, and sound financial stewardship to her new role,” the credit union said in a statement.

Quarrels holds a bachelor’s degree in organizational leadership and is “passionate about cultivating strong teams, enhancing member experiences, and advancing the people-first philosophy that defines the credit union movement.”
‘Exceptional Leadership’
“Mrs. Quarrells has consistently demonstrated exceptional leadership, strategic vision, and a deep commitment to our members and employees,” Chairman David Outon said in a statement. “The board is fully confident in her ability to lead the credit union forward while maintaining a strong financial and regulatory position and continuing to deliver the outstanding service our members expect and deserve.”
The credit union added that throughout her tenure at Texas DPS Credit Union, Quarrells has played a “key role in driving operational improvements, enhancing member products and services, and supporting the credit union’s long-term growth and stability. Under her leadership, the organization plans to continue investing in digital banking enhancements, financial education, and expanded member convenience across the state of Texas.”
